As No. 116 mentioned earlier, the mystic Rasputin came up with a plan to set everything right. It's… out there. But after everything we've seen, I think it might actually work. More than that, it seems to make the most sense. Eden is "leaking" its Protodemons because, well, Eden isn't much of a place right now. It's just a decaying husk. So, to keep the Protodemons in place, we need to… "recomplete" Eden. We need to finish the job. In short, Rasputin wants to bring the Tide back to Eden.

On paper, this seems like a bad idea—terrible, actually. If we manage to pull the Black Tide back into the Universe and have it wash over Eden, we'll suddenly have an entire Plane awash in strange, unsettling waters that we have no control over. But… the Tide originally belonged to Eden. And if Rasputin's right, Eden right now is like an empty snow globe, and putting the Tide back in should keep everything "contained." Plus, with the snow globe full, the pressure should keep the floaters (Protodemons) from escaping.

…I'll admit, it still doesn’t look great on paper. Rasputin explains it a lot more eloquently than I do. I think it's worth trying, at least, but first, we've got to get the okay from the other Managers. Mm… and maybe the Indigos too. Not that I wouldn't go ahead if they said no—but… this is a pretty big change, given the way things are. Even if we find a way to remove Eden later, we won't be able to once the Tide is connected to it again.

As for the big question of "how" we're going to do this… it's actually pretty simple. No. VII still has the power to alter energy frequencies, and No. VI still has his whole "dimensional shifting" thing. Together, they could pull the Tide back in. I’m well aware of how horribly that went last time… but No. VII is an Elder and can't… well… y'know.
