Answer and Explanation
Answer: Welcome Mr. Cold
Explanation: This is a cipher in which you take the thirteen-letter word 'Troublemaking' and 'layer' the alphabet on top of it, such that there are two rows of 13 letters in alphabetical order. Taking the position of the letter in relation to the word 'Troublemaking' thus gives the answer (T is A, R is B, O is C; Tt gives N, Rr gives O, and so on).

Lavender and I found another of those static shards at the Land’s End Labyrinth. Whatever these shards are, they seem to carry some sort of emotion—enough for Lavender’s empathic augur abilities to pick up on. But just as we found it, we ran into a very strange customer…
Caramel: Look! Another one of those static shards.
Lavender: Weird… do you think this is what I was empathing to?
Caramel: …Does it even have emotions to empath to?
Lavender: I’m… not sure.
Mr. Cold: Hello, my name is Indrid Cold. Do you mind if I ask what exactly you’re doing here?
Caramel: Ah! Jeez—where’d you come from?
Lavender: Indrid… Cold. Like, the Mothman guy?
Mr. Cold: Hello, my name is Indrid C-c-cold. Do you mind if I ask you what exactly you’re doing here?
Caramel: Is he… y’know… friendly?
Lavender: I don’t know… I think… so?
Mr. Cold: What exactly you’re do-do-doing here?
Caramel: We’re looking for someone.
Mr. Cold: Koleman isn’t here right now, but you can see that he wa-wa-was.
Caramel: …You know that we’re looking for Koleman?
Mr. Cold: We are acquainted. He mentioned a group interfering with his work. A… C-c-c-c-c-c-c-
Lavender: Cafe?
Mr. Cold: -c… causes so much trouble. Never really been worth it.
Caramel: Where is Koleman? Do you know?
Mr. Cold: He wa-wa-was just here. He’s… no longer here.
Lavender: Y—eah… I mean, we could see that much.
Mr. Cold: What ex-ex-exactly did you find here?
Caramel: …Nothing. Why?
Mr. Cold: What a weak c-c-cup of coffee. Show me what you found.
[Mr. Cold extended his hand expectantly.]
Caramel: Why?
Mr. Cold: D-d-do you want my help or not?
Lavender: We do have another one. If he takes it.
Caramel: You think it’s a good idea?
Lavender: I want to see what he knows.
Caramel: Alright…
[Caramel handed Mr. Cold one of the static shards.]
Mr. Cold: Ah—that is where Koleman has gone. Through the s-s-screen. Through the s-s-static. Through the s-s-snow.
Caramel: Snow? Like…
Mr. Cold: Older than old. Colder than c-c-cold. I suppose… some things never change. You kn-n-now Snow?
Caramel: We’ve heard of him. And his friends. The Novas?
Mr. Cold: Y-y-y-y-ar-arg…ah… h… Hello.
[Mr. Cold’s ever-present smile grew noticeably wider and more strained.]
Mr. Cold: …My name is Indrid Cold. Do you mind if I ask what exactly you’re doing here?
Caramel: …What…?
Lavender: He’s… frustrated. Is… everything okay?
Mr. Cold: K-k-cold isn’t here right now, but you can see that he wa-wa-was. We are… “acquainted.” He mentioned a group interfering with his work. A… C-c-c-c-c-c-c-argh.
[Mr. Cold tossed the static shard back to Caramel.]
Mr. Cold: …So much trouble.
[Mr. Cold took a static shard of his own from his breast pocket, holding it tightly as he seemed to flicker out of reality as if he was changing channels on himself. Mr. Cold left my transcription range… but… it was still good to see him again.]
Caramel: Where’d he…
Lavender: He used one of those shards. Do you think we could…?
Caramel: Let’s take it back to the Cafe first. We don’t know what it does… or where it takes you. Could be a trap from Snow or Koleman.
Lavender: …Or Cold.
Caramel: Or Cold.
