Clue 1: 'Operation Almighty' indeed. Which organisation has fancy codenames for their 'organisations'? Honestly, you don't even need examples of said codenmes, just go off general vibes.

Answer: Astoria Almighty
Explanation: 'Operation Almighty' was referred to in C-AACH06. The only organisation we know of that does that (as in 'Operation Firebird' and 'Operation Lazarus', for example), is Astoria 23. Putting those together gives Astoria Almighty, which is also an (unreleased as of writing) Archive's name.

Sheol and Abaddon are never satisfied, nor are the eyes of man ever satisfied.

It was, at the time, the belief of the Astoria 23rd Agency that the Soul Accord was unfair, to say the least. An archaic doctrine that determined the “afterlife” of humans, often denying them escape from an endless cycle of death and rebirth to fuel the machinations of the Princes of Hell. Penned in ancient blood, it was riddled with contradictions, exemptions, loopholes, and inconsistencies. The solution? Simple. Bring destruction to the Otherside; divine retribution, a heavenly unmaking. To accomplish this, the Astorians allied themselves with the Angel of the Abyss, Abaddon.

Abaddon is something of an oddity among Angels. Most Angels will spend eons carefully weighing the scales of light and dark, good and evil, right and wrong, fearful that if they falter in their judgment, everything that is and could be will be tainted. It is for this reason many consider Angels to have no influence on mortal affairs. What influence they do have is only felt in reverberations generations far removed. Abaddon is an Angel of action. Once set in motion, the course of Divine Destruction cannot be undone, and all will be unmade.

The Agency was misguided in its assumption that destroying the Otherside could bring about a fairer afterlife. The Otherside and Flipside are symbiotic. The destruction of one can only lead to the demise of the other. The Second Cafe knew this all too well and set out to stop Abaddon and Astoria. They succeeded—as we are all still here—though in success, they were undone themselves. Not destroyed, not killed, but unable to continue their clandestine caffeinated business. A sacrifice made, a debt paid, and perhaps… a new path toward salvation.

And that brings us to today. A mysterious investor named Sophie, was it? Has chosen J.L. to reopen the Cafe and Diner once more. I can’t say what for, other than it seems Fate tends to smile upon our business.
