Leviathan agrees to help the CaD out. He officially pardons 224 for leaving Mayda, and decides to invite Theodosia to join his Horrors - his specially trained demons located in the Black Needle - in order to give her legs. In the meantime, he gives her their powers on a trial period. Lastly, he gives 17 a conch to summon Theodosia when it’s time.

We had a very excellent meeting with Leviathan! I thought, okay, this is really what I thought, I thought that he would be very mad at me for leaving Mayda, but it turns out he knew that I left and was okay with it this whole time! I simply cannot believe this! Now I no longer have to worry about being thrown in the Coral Gardens! This has been a very, VERY good day indeed!!! Oh yes, and, also, and, well, okay, we did get his approval to take Theodosia to the Necropolis, and he even gave her LEGS! But only when she needs them, and she only gets to keep them if she joins his Horrors. I think I would make for a very good Horror, but I also think that it wouldn’t be fair if I was a Horror because then the Horrors would be too strong. Yes, I think this is why Leviathan has not asked if I would like to join the Horrors. It simply only makes the most sense.

Levi: If your claim is true, it is the least I can do. Should the Spire fall, it would only be a matter of hours before my waters become polluted with the Shadows. Now, what exactly do you need from me?

Theodosia: Leviathan! …And the coffee people?

Theodosia: Sure. Cafe and Diner.
Levi: Theodosia Langley. The Cafe and Diner need you in the Necropolis. I won’t impede your journey through the Abyss. However, your journey would be made easier with the Horrors’ blessing. I am offering you a place within the Black Needle to claim such a boon.
Theodosia: Oh wow. Um…
Levi: You need time to think about it, yes?
Theodosia: Uh… yes. I think I do.
Levi: What’s the time frame for this ritual [No. 17]?

Levi: I’ll cut you a deal then. I will bestow the Horrors’ blessing as a trial of sorts. I encourage you to stop by the Needle and meet the Horrors in the meantime. One blow will call for Theodosia anywhere within Mayda, and I assume she will heed your call with great urgency.
