so i managed to jot down the circle i saw earlier and yep its a sigil! not too surprising honestly but now i can either deconstruct the sigil or just use it carelessly because it totally works

seriously. i can now look at ottawa for a good minute or two at a time although it leaves a NASTY after image so i dunno i have to figure out how to not burn my vision out with this.
