Explanation: The labels on the map are scrambled place names. The anagrams all follow a certain pattern: start at one of the capital letters, jump to the right for a certain interval, continue until you reach the end of the string, then reverse direction and continue.
Summary of Receipt
Charge (Vic, or 224) spots Deadhand and tries to tail him, but fails. He asks Dowser to take a look at it since he’s apparently good with maps. (also there’s a bunch of place names i didn’t write, it would get too long)

Guess who just had a "run in" with the good Dr. Deadhand? Run in, in quotes, because I don't think he saw me. Or if he did see me, I doubt he knows who I am. But he is hard to miss. Those gloves are no joke. Anyway, I saw him shopping at the Lucky Clover Convenience store off of Highroller and Quinn near the Fortune's Lot district in southeast Dive. I didn't get a great look at what he was buying, but it seemed more or less normal? To be fair, it's hard to gauge "normal" in a weird alternate future dimension, but mama knows snacks when she sees 'em. However, there were some hushed whispers between him and the store clerk and then some kind of medication? Or I guess some kind of thing in a paper bag retrieved from the pharmacy section of the store... so do what that info what you will.
I did my best to try and tail him back to his hiding spot but no dice. He didn't exactly take the most direct route back to Eastend, he sorta wandered around Fortune's Lot for a while, and it's hard to keep track of time, let alone people, in that neon nightmare. Maybe he knew he was being followed? I mean, the guy is supposed to be uber smart, right? In any case, I think running into him at Lucky Clover tipped his hand more than he meant to. Like I said, it's off of Highroller and Quinn, which is one street over from the T25 Highway. It's also between Lower Dive and Fortune's Lot but like 2-3 blocks from the edge of Eastend. Of course, there aren't really "stores" in Eastend, just the Mall, and I'm guessing shopping there is more trouble than it's worth. So assuming he walked there, that narrows his hideout to about 3-5 blocks. I mean, not a huge lead but from what I can tell, Eastend is made up of about 13 blocks, so progress. I guess he could have walked farther up, but I think he would have probably gone to Midtown or Kaysh.
I'll have Dowser look more into this as he is pretty good with maps and locational stuff. But I think this is a good start!
