Answer and Explanation
Answer: X-Ray Yankee Zulu
Explanation: In C-OAA06, Employee No. 26 says that X-ray, Yankee and Zulu are technically not in Astoria. X-ray is outsourced, Yankees are more governmental, and Zulus are Zulus.

[SECURITY] CAFE
New digs. Same old coffee. Though I think there’s been a bit of confusion over where exactly we are located. I know No. 1 was a bit vague, but the nice thing about me is you can either trust me or be smart. So I can say whatever I like. So, just a recap, the Astoria 23rd Agency had a plan to get the Cafe and Diner to merge with them via “Operation Pushthrough.” Long story short, they knew we were a bit short-staffed, and the straw that broke the barista’s back was ultimately us losing access to the Open Doors church. So the Manager types got together and agreed to the merger with Astoria.
Then, we got in touch with a “mysterious benefactor” of sorts who got us set up with property in Astoria, Oregon. This is the “Cafe,” or maybe I should say the “Diner.” So we have a Diner established in Astoria, and then we have a Cafe in the Agency’s base of operations in an undisclosed location somewhere between Clatsop and Ilwaco. We’re expected to serve coffee to the Agency during the day, but we’re free to run the Diner however we please at night. What this all means, we (read: Astoria branch) will probably be less involved in Cafe and Diner activity moving forward. I think we’ll still try and get some receipts tabulated here and there, but we can’t really go chase customers like we used to. That’s now up to Palm Beach and Long Island.
Now regarding our activity with/for Astoria… I don’t actually know if we’re allowed to talk about that here. I’m not sure how, or even if, there’s a conversion between D, C, CD, DD to Astoria’s file system. Plus, they tend to not post their work online for all to see. So… I guess if you don’t hear from us, don’t worry. We’re probably fine… just keeping secrets.
