Explanation: The numbers are a book cipher for GRM04, which spells out the answer.
Summary of Receipt
Employee 17 does some blood readings on Morrison and notices something odd. Her Maydaian and Elder values are far too low and Hauntaurskald way too high to be from Carleton, and definitely not a descendant of Ogeron. He comes to the conclusion that Carleton is actually a Boogeyman from Mayda. Which is apparently really, really weird - they're supposed to be mainly Hauntaurskaldian. Also, Morrison says this: “The blood draws near for King Zulu calls me home. Blood pays blood and blood alone. Come forth fire, come forth brimstone. Thirteen years and thirteen regents come as one. Break the bonds that you have spun. His regents draw near and they will draw blood. Blood and blood alone paint the portrait of His hellish fear. Paint the portrait hidden deep. Hidden deep in Blackwood Keep.” (note: what Morrison said links up perfectly with the fragments of Ojai’s letter.)

I have a few new things to note on Mrs. Morrison. Firstly, I feel I should translate and elaborate on Manager 5’s remarks. He knows he doesn’t have to type his faux-accent into the receipts themselves, right? Additionally, Mrs. Morrison has decided to… speak with me. How very strange.
So as Manager 5 was getting at in his report on Mrs. Morrison’s genetic makeup, her blood tests came back as:
+21.12S +12.19L, +1.30A +0.0011E (near-zero or negative values removed)
So, Mrs. Morrison is predominantly tied to the Hauntaurskald at around ~60%, Mayda at ~35%. The other ~5% is tied up in more than standard Amaymon and Elder ties. So if we are to assume Miss. Carleton’s blood is more-or-less the same, then she is no child of Leviathan and certainly no descendant of Mrs. Ogeron. For reference, our sample of Mrs. Ogeron is at:

There is, of course, a possibility that Miss. Carleton has Mrs. Morrison’s missing Elder values. But that still leaves a gap of ~7.61 in Maydaian values that simply cannot be a rounding error. If Mrs. Morrison came from Miss. Carleton and Miss Carleton were half Maydaian and half Eldritch, as assumed by legend. Then we should see an Elder value of at least ~2.5 in Mrs. Morrison, not “0.0011,” which could just be background interference. If this is all to be believed, then Miss. Carleton should be perhaps around 40 Hauntaurian 24 Maydaian. That’s a clear Hauntarian influence. Like 5 said, it would seem she is a Boogieman. A Maydaian Boogieman. Which is… rare. To say the least.
Speculations aside, what I do know is what Mrs. Morrison said to me directly.

Well, at least we have something to look forward to. In the meantime, I will search the manor for this “portrait” that Mrs. Morrison speaks of. There are many paintings, as you all know, but none that I know of which paint “hellish fear.” The rest seems pretty self-explanatory. Z. Akahsik either sends Mrs. Morrison home or “Neptune” pays in blood. Although I can’t say, I’m familiar with “thirteen regents.” There is a possibility this is all just a hot cup of coffee anyway. But if you see a strange portrait in the manor, just let me know, or if you hear anything that matches up with this prose, let me or any Manager know.
