Answer and Explanation
Answer: Silver Bridge
Explanation: From the non-redacted parts of the decaffeinated receipt we can read, we can infer that someone codenamed 'Pleasant' has led to something's collapse. The word 'eyebar' is a term used for a bridge, pointing towards that 'something' being a bridge. From there, finding the 'Silver Bridge' incident is simply a matter of googling 'pleasant bridge collapse', or going to the Wikipedia page for Pleasant Point, West Virginia. Finally, the Silver Bridge collapse has been attributed to the Mothman, who comes from Point Pleasant.
Summary of Receipt
17 manages to discover the identity of one of Padre’s cohorts, Mrs. Pleasant (the Mothman). He possesses hypnotic red eyes which will mainly evoke fear, as well as a desire of self-harm and destruction. Also, he can fly. Very fast. There’s also a mention of some other demons, but nothing much to note (except that Pleasant’s linked to Cold somehow)

After some extensive research into the matter, I have uncovered one of Padre's cohorts' identity. Seems like he has brought with him Mrs. Pleasant. Last seen in, of course, Point Pleasant 1967 or so. Caused major structural damage to the Silver Bridge leading to its eventual collapse. Since then, they have either been quiet or hanging around the Hauntaurskald. Known associations include Mr. Cold, Mr. Hyer, Mr. Grafton, and Mr. Frederick.
Obviously, no one has seen from or heard from Mr. Cold since the Silver Bridge incident. Mr. Hyer is where we left it last time we interacted with it. Mr. Grafton has been seen in and around the area of Hotbed for some time now, but we've never had a problem with them. Mrs. Pleasant may be using a few Mr. Graftons for muscle as he has in the past. And then there is the ever strange Mr. Frederick. Haven't seen or heard from him since 1993. Presumably, he is in the Esterskald. It is unlikely he is working for or with Mrs. Pleasant.
Speaking of Mrs. Pleasant, he is a dangerous blooded demon. Physically he is not terribly strong, but he can move at alarming speeds when in flight. His most dangerous feature is his hypnotic red eyes. Do not look him in the eyes. DO NOT LOOK HIM IN THE EYES. Upon looking into his eyes, you will be hit with strong hypnotic suggestions towards self-harm, destruction, and above all else, fear. One look, and you might just find yourself weakening a very important eyebar.
As for his association with Padre, that is an interesting one. Being a blooded demon, he has no obligation to Padre, unlike Padre's more devout followers who have signed their names into his book. I think it is most likely he was recruited by Padre. Perhaps once we learn the identity of his other cohorts, the picture will become more evident. I will continue to search around to see what I can find.
Remember. DO NOT LOOK IN PLEASANT'S EYES.
