Clue 1: Follow the arrows. All of them.
Clue 2: You might want to check out the bottom row.
Clue 3: Four arrows in opposite directions mean that you've arrived.
Answer and Explanation
Answer: Deadhand
Explanation: The arrows in each box indicate how many spaces to move up and to the side, and the ones with four arrows pointing inward mark the end of the phrase. The D in the bottom row is the only one with one arrow pointing inward, so that’s the starting point. Following the arrows from there yields “DEADHAND.”
Summary of Receipt
Scratch (likely 8) leaves a receipt, talking about how Scry (4121, unlikely) got a new lead regarding Dr. Deadhand, aka Thomas Kalin, whose hands can kill anything they touch. Before working for a group called the Bad Guys, he led ‘S.A.D.’, or Scum and Degeneracy. ‘8-Ball’ (potentially 323? unlikely) says that he’s the second-most intelligent of the Bad Guys, behind Successor. Scratch asks Scry and Re:Vamp’about him, but gets nothing. Also, they suspect he’s working with something called the Sevenfold Sect, and he’s working on something in the Eastend District, which according to Luster is Eidolon territory. Scry also seems to have visions.

KRONOS CAFE RECEIPT FROM 3/6/13
SCRATCH
RECEIPT: IN THE MANOS OF MUERTE
STATUS: FRESHLY BREWED
Of course, things can't stay quiet forever, right? Scry got a strong lead, or I suppose a series of possible leads, involving an old friend of the Kronos Cafe, Dr. Deadhand. I shouldn't have to explain too much to the Good Guys about him, but for the rest of us, it's probably a good idea to understand what we're up against here, especially in Cafe-terms.
Dr. Deadhand, aka Thomas Kalin, is a cardholding member of the Bad Guys, although he tends to work on his own. He’s not one to play into Big Bad's calls too often. Prior to working for the Bad Guys, he was the head of his own little group called "S.A.D.," more formally known as the League of Scum and Degeneracy. He was ousted by some guy called Marquee, and then was scooped up by Big Bad because his powers are actually pretty impressive. Asmodian in origin, anything his fingertips touch dies. I'm talking, rapid necrosis of any biological substance. Thus, Dr. Deadhand.
Oh, and the whole "Dr." title is purely honorary, or I suppose, fictitious. However, don't underestimate his intelligence. In the database 8-Ball left behind, he noted that Dr. Deadhand is one of the most intelligent members of the Bad Guys, only behind someone named "Successor," although those files are heavily encrypted. I tried asking Scry or Re:Vamp about Successor, but they seemed pretty dismissive about it. I'm guessing that's not a subject we're supposed to talk about.
Most of the time, Deadhand wears special Tellurium-Polymer gloves, which dampen his powers. They're big, shiny, and noticeable. Despite his deadly touch, he's not much for direct confrontation, so if you see a weird-looking guy with big gloves on, run. We're not sure if Dr. Deadhand is working with the Sevenfold Sect but Scry's vision seems to point that way. Although, Scry's visions are very, uh, temperamental at best. Right now, we don't know anything for sure. We do know he's working on something sinister in a basement somewhere in the Eastend District. Luster warned me that the Eastend is Eidolon territory, so we shouldn't snoop around more than we need to.
