Clue 1: Top left is the order.
Clue 2: V = 90 = 8.
Clue 3: Think of it as a compass, and calculate the numbers accordingly.
Answer and Explanation
Answer: I Am The Valet
Explanation: The top left quarter provides the ordering, matching the numbers in the other quarters. V has a dot, same with 8, so V = 8. Considering that East is 8, then South, West and North is 16, 24, and 32 respectively. The whole thing is, therefore, divided into 32 sections, and each section is equal to 11.25 degrees. Take the numbers, divide them by 11.25, translate into letters, and rearrange according to the top left quarter reads "IAMTHEVALET".

You can not tell me that this isn’t a car waiting to be parked. The signs are all there. And baby, I’m a goddamn valet. Let’s review the facts here:
1) Multiple people who don’t want to talk or CAN’T talk, possibly due to some sort of advanced mindwipe technology. Possible MIB interactions?
2) Strange triangular light patterns in the sky, most likely a ship of some sort. Or perhaps an energy form?
3) The Dover Demon itself has often been described as extraterrestrial-like. Bulbous head. Tendril fingers. Could be a variety of gray aliens?
So, you look at those facts, and you tell me that it is not an alien. A real alien. You know, I’ve dealt with my fair share of laughter over my interest in the extraterrestrial, but who’s laughing now? I think it’s more than obvious what I must do now. As I write this Receipt, I am booking my flight for later this morning. I know this isn’t a Long Beach case, but there is no way I would pass up this opportunity. I’m sure J will understand. Besides, we’ve had some pretty quiet days around Long Beach lately. It’ll be good to get out and stretch a bit.
I would like to keep my involvement in this gridlock a bit of a secret. Well, I would just prefer if 1, 26, and 44 didn’t immediately find out. That is why I will be the first to test out 62’s new “AND CHANNEL PROTOCOL.” Ideally, this Receipt should find its way to Long Island and Palm Beach but should remain hidden from my coworkers at Long Beach. It should also be added to the Archives, though I wouldn’t know. We don’t tend to check the Archives much ourselves. I guess that would be the one pitfall in this plan if someone from my Cafe checked the Archives. Well, at least my password should be a deterrent, I hope.
And once I have my proof, this will all be Baltimore. At least to us. I don’t know if the world is ready for this kind of knowledge. But I am. Oh, I am.
